Position: Deputy Director of Justice & Programs
Reports to: Executive Director
Position Status: FT, Exempt
Salary: Based on related skills & experience. Base salary starts at $130,000, commensurate with experience. Additional opportunities for bonuses up to 20% of base salary.
Location: Office in Charlottesville, VA. This position is a hybrid role, four days per week in person, with interoffice travel.

POSITION SUMMARY

Reporting to the Executive Director, the Deputy Director of Justice & Programs (DDJP) will oversee overall program implementation, quality, compliance, growth planning, and cross-departmental collaboration. In parallel, the DDJP will also lead organizational planning, strategy, and program integration of Justice, Equity, Diversity, and Inclusion (JEDI) activities.

The DDJP will be part of Piedmont Housing’s Leadership Team, whose purpose is to deliberate on strategic directions and lead organizational change through an anti-racist lens, collaborative visioning, and by stewarding organizational success and community impact.  

ESSENTIAL FUNCTIONS

The Deputy Director of Justice & Programs (DDJP) will oversee the operational aspects of the following: Justice, Equity, Diversity & Inclusion (JEDI); Resident Services; Community Building & Engagement; and Housing & Financial Counseling. This position will directly supervise two staff and indirectly supervise 15+ staff. The DDJP will ensure programmatic fidelity to Piedmont Housing’s mission and Strategic Plan goals (we are actively creating our 2023-26 Strategic Plan) - with a specific focus on, but not limited to, the areas of responsibility listed below.

Program and Strategy

  • Partner with the Executive Director and Deputy Director of Operations to align programmatic vision with JEDI principles and Strategic Plan goals.

  • Ensure that the organization is well positioned to develop, identify, and implement new programs that address critical needs and aspirations in our communities, know whom the agency is serving, how its programs are structured and funded, how money is being spent, and what it costs to deliver high-quality services efficiently and effectively.

Justice, Equity, Diversity & Inclusion

  • Lead the development and implementation of a Framework for Transformation to an Anti-racist Organization, a guide and planning document with clear goals, strategies, and outcomes. 

  • Co-develop and co-implement strategic, JEDI-based efforts focused on transforming three overall facets of the organization’s work:

    • Internal Process – staff and Board culture; policies and procedures; staff and Board education 

    • Program Efficacy – from housing counseling to rental housing development; from community building to resident leadership; from client lending to wealth-building initiatives 

    • External Influence – anti-racist practice mandates that our focus extends beyond the boundary of our own work; we must build allies and Influence to tackle entrenched, systemic hurdles. 

Compliance & Administration

  • Ensure program compliance with contractual, reporting, and funding requirements

  • Oversee data collection, report production, fiscal management, and collaboration on grant tracking and billing

  • Represent the organization with partners and external communities

Program Oversight

  • Ensure client success and empowerment through high-quality services that support clients to thrive in their community

  • Provide technical support, oversight, and leadership to internal and external stakeholders.

  • Work closely with staff to promote strong relationships and linkages across programs while fully implementing a client-centered service methodology across all service areas.

  • Develop and maintain community partnerships and represent the organization in external meetings.

  • Ensure that all program areas are aligned with the Strategic Plan.

  • Work with the CFO and program staff to monitor and manage all program budgets.

General Management

·       Provide high-level leadership to program managers, including.

·       Recruit, hire, train, and supervise team members.

·       Work with the Executive Team during the budgeting process.

·       Other related duties as assigned.

 

QUALIFICATIONS

While this position leads several vital areas of our work, it is not our expectation that candidates have a mastery across all areas; instead, we encourage candidates to apply who have self-awareness and humility around areas they will need to grow in and the motivation and aptitude to lead the learning required to hit the ground running.

  • A minimum of 5 years of progressive program leadership experience in a multi-site social service-related organization serving a diverse population from various cultures and backgrounds.

  • Experienced and visionary practitioner in leading transformative, organizational change through a JEDI-lens, who holds a deep understanding of the history of racism and has a thorough analysis of types of racism (systemic, institutional, interpersonal, personal)

  • Effective and confident communicator and relationship builder with strong emotional and cultural intelligence; someone who leads by influence and is sensitive to team and stakeholder dynamics, including staff leadership and Board members. 

  • Experience as a collaborative manager with the ability to attract and nurture high-performing talent.

  • Experience facilitating collaboration and partnership between programs and the administrative functions of human resources, finance, and development.

  • Excellent written and oral communication skills and the ability to address a variety of diverse audiences.

  • Experience developing, operating, monitoring, evaluating, and learning programs and a commitment to using best practices and data feedback to shape innovative program models and budgets.

  • Proven ability to work with efficiency, adaptability, and good humor.

  • Direct experience in affordable housing, social services, or related field is a strong plus.

CONDITIONS FOR EMPLOYMENT

  • Successful completion of a criminal background check and 10-panel drug screen.

  • This position requires the willingness and ability to travel within the service region (Charlottesville city and Albemarle, Nelson, Fluvanna, Greene, and Louisa Counties).

  • Candidates must own or consistently have a vehicle available for use for local and out-of-area travel as needed.
