Below, please find the DRAFT Strategic Plan for Culpeper Housing and Shelter Services. This is the result of our strategic planning process over the last several months. We welcome your feedback at this point in the process. Following this step in the process, we will begin developing tactics and action steps that fold under each strategy.

2018-2021 Strategic Plan

1. Increase community awareness of local homelessness and Culpeper Housing and Shelter Services

1.1. Develop a marketing strategy that tells the story of CHASS through the stories of homelessness in the community

1.2. Engage town and county leaders around CHASS’s work and homelessness

1.3. Build relationships with local churches mission committees


2. Enhance collaborative relationships in the community to better serve our clients

2.1. Strengthen the relationship with the cold weather shelter

2.2. Build relationships with local/regional funding agencies

2.3. Partner with other direct services agencies to serve clients’ needs

3. Fully leverage resources to respond to or prevent homelessness

3.1. Expand shelter options for men

3.2. Determine how best to use Chandler Street properties

3.3. Explore expansion/rehabilitation of the Ann Wingfield

3.4. Secure adequate office space

4. Develop internal capacities and adopt non-profit best practices

4.1. Explore adding additional staff & volunteer support

4.2. Create a succession plan for the executive director position

4.3. Increase fundraising capacity of the board and staff

4.4. Train board and staff on non-profit best practices
